Tuolumne Legend Frank Smart Champions Repurposing of Former Hospital Facility for Homeless Veteran Housing
SONORA, CA — In a move that could redefine veteran support in the Mother Lode, local advocate Frank Smart is spearheading a vision to transform the former dialysis wing of the Tuolumne General Hospital campus into dedicated housing for unhoused veterans. The proposal, highlighted in the latest Tuolumne Legends documentary, marks a critical step in Smart’s lifelong mission to ensure no service member is left behind in his home county.
A New Mission for an Old Facility The project centers on the former dialysis unit located on the hospital campus at 101 Hospital Road in Sonora. Under the proposed plan, the facility—which has sat largely underutilized since the hospital’s closure—would be retrofitted into a "peer respite" and residential site. Known as "The Foundry – A Place Where Strength is Forged," the project represents a major advancement in local veteran services, leveraging state funding to provide a stable foundation for those in need.
“We have veterans who are struggling, who are unhoused, and who need a place that understands their specific culture,” Smart noted during the interview. He emphasized that the site's proximity to existing behavioral health resources makes it an ideal "centerpiece" for a continuum of care that includes mental health support, substance use treatment, and stable housing.
Addressing a Growing Need For Smart, this housing initiative is a direct response to the challenges facing the veteran community in Tuolumne County. With many local veterans aging and younger service members returning to a region with limited specialized resources, the repurposing of the hospital wing provides a tangible solution.
The facility is designed to offer:
- Crisis Stabilization: Immediate support for those in mental health or substance use distress.
- Housing Navigation: Direct assistance in moving from the respite site to permanent, stable homes.
- Peer-Led Support: A safe environment staffed by those who understand the unique experiences of military service.
A Legacy of Action This latest effort builds on Smart’s decades of service, including his instrumental role in founding the first "Mother Lode Stand Down" for homeless veterans in 2008. By breathing new life into a closed public facility, Smart continues to "hold the line" for Tuolumne County, ensuring that the infrastructure of the past serves the heroes of the present.
